Blueprint Creative Group is a strategic communications agency supporting state, local, and federal government agencies with enterprise-wide communications, public affairs, and program management.

Position Overview:
Blueprint seeks an experience Community Outreach and Engagement Manager with deep ties across the Charlotte community and with a background supporting local outreach for programs, stakeholder engagement, event activation. You must understand the various communications across Mecklenburg County.

This candidate owns the outreach calendar, manage multilingual ambassadors, and ensure Safe-Harbor language compliance across all face-to-face activations and grassroots media.
 

Core Responsibilities

  1. Outreach Strategy & Calendar – Develop a rolling six-month schedule of pop-ups, town halls, roadshows, school programs, and event activations.

  2. Stakeholder Relations – Cultivate relationships with neighborhood associations, faith leaders, schools, disability advocates, and ethnic-media outlets; maintain contact CRM.

  3. Ambassador Program – Recruit, train, and schedule multilingual street-team staff; create quick-reference talking-point cards and briefing decks for each activation.

  4. Event Logistics – Secure permits, venue space, and load-in support; coordinate with Creative Lead for signage and collateral; manage on-site setup and teardown.

  5. Data & KPI Tracking – Capture head counts, pledge sign-ups, QR scans, and attendee sentiment.

  6. Safe-Harbor Compliance – Ensure all outreach materials are available in English and required languages; arrange interpreters as needed.

  7. Budget & Vendor Oversight – Track outreach expenses, incentive items, and freelance payments against task-order budgets.

Qualifications & Skills

  • 5+ years in community engagement, public involvement, or grassroots marketing—preferably in transportation, public health, or civic programs.

  • Demonstrated success organizing multilingual, multicultural outreach in the Charlotte–Mecklenburg area.

  • Proficient with project-management tools (Trello, Asana) and CRM/contact-management platforms.

  • Strong public-speaking and facilitation skills; comfortable working evenings/weekends.

  • Bilingual (English + Spanish) strongly preferred; additional Safe-Harbor languages a plus.

  • Familiar with ADA, Title VI, and Safe-Harbor translation standards.
